In 1919 They Were Preparing To Set Up A Joint Council Of Industry Along British Lines. However, Labour Union Leaders Demanded Less Paternalism And More Bargaining Rights To Be Exercised By The Workers Themselves. The Norris Reforms Dared Not Go So Far, And Gradually Support For Them Diminished As Opposition Hardened On Both The Right And The Left
