This "silent parade" was called by returned pro-strike soldiers in defiance of Mayor Gray's ban on parades. A noisy meeting had been held at City Hall the night before. The mayor feared lest violence erupt if Specials fought with this parade, since there were soldiers on both sides. The demonstrators declared that they would hold the parade. It was exactly the catastrophe the Strike Committee had been trying to avoid since May 22, 1919.
