description: Liberal Premier T.C. Norris (Left), And His Minister Of Education, R.S. Thornton. Their Party Had Come Into Office In Manitoba In 1915 On An Election Promise Of "Purity In Politics", Defeating A Notoriously Corrupt Government. They Instituted A Whole Set Of Reforms, Though These Were Very Wasp In Tone And Often Worked Against Ethnic Interests ; Compulsory School Attendance, Higher Education Standards, An Independent Civil Service, Woman Suffrage, Temperance Laws, Mothers' Allowances For Widows And Deserted Wives, Improved Workmen'S Compensation, Factory Inspection And "Fair Wage" Arbitration. In 1919 They Were Preparing To Set Up A Joint Council Of Industry Along British Lines. However, Labour Union Leaders Demanded Less Paternalism And More Bargaining Rights To Be Exercised By The Workers Themselves. The Norris Reforms Dared Not Go So Far, And Gradually Support For Them Diminished As Opposition Hardened On Both The Right And The Left
