He Became Acting Chief In 1970 & Chose To Lead The Amalgamation Of The Winnipeg Police Forces. In 1940, He Was Shot & Wounded In The Right Arm During A Stakeout. His Partner Was Killed In The Same Incident . During His Years As Chief, Many Changes Occurred On The Force Such As The Controversial Introduction Of Shot-Gun Sing Cruiser Cars And The Implementation Of Walkie-Talkies For Back-Up Support For Police Use. As Chief He Was Regarded As Being Outspoken And Advocated The Death Penalty For Murder And Supported Police Wire-Tapping
