A large crowd of protestors on Main Street in front of the Union Bank building (right background), 1919 General Strike, Winnipeg, Manitoba. |
This "silent parade" was called by returned pro-strike soldiers in defiance of Mayor Gray's ban on parades. A noisy meeting had been held at City Hall the night before. The mayor feared lest violence erupt if Specials fought with this parade, since there were soldiers on both sides. The demonstrators declared that they would hold the parade. It was exactly the catastrophe the Strike Committee had been trying to avoid since May 22, 1919. |

June 21, About 3:45 Pm, As Special Constables Armed With Clubs Marched To Clear The Streets, Some Members Of The Crowd Set Fire To A Streetcar. Special Constables Are Stationed Across The Street To Prevent Crowds From Returning & To Guard The Volunteer Firemen Trying To Put Out Fire In Streetcar. One Former Special Constable Recalls, "There Were Several Hundred University Students Who Had Been Recuited As Night Watchmen...And We Got Drawn Into This. The Specials Were Kept In The Rupert Street Police Station Until After The Mounted Police Had Formed Up. The Mounties Were Well Ahead Of Us, And Had Already Shot. We Could See Them Coming Back, About Two Or Three Blocks Towards Portage And Main From Us... We Came Out, And Marched From Our Building Clear Across Main Street To The City Hall." |

Liberal Premier T.C. Norris (Left), And His Minister Of Education, R.S. Thornton. Their Party Had Come Into Office In Manitoba In 1915 On An Election Promise Of "Purity In Politics", Defeating A Notoriously Corrupt Government. They Instituted A Whole Set Of Reforms, Though These Were Very Wasp In Tone And Often Worked Against Ethnic Interests ; Compulsory School Attendance, Higher Education Standards, An Independent Civil Service, Woman Suffrage, Temperance Laws, Mothers' Allowances For Widows And Deserted Wives, Improved Workmen'S Compensation, Factory Inspection And "Fair Wage" Arbitration. In 1919 They Were Preparing To Set Up A Joint Council Of Industry Along British Lines. However, Labour Union Leaders Demanded Less Paternalism And More Bargaining Rights To Be Exercised By The Workers Themselves. The Norris Reforms Dared Not Go So Far, And Gradually Support For Them Diminished As Opposition Hardened On Both The Right And The Left |

Premier T.C. Norris addressing huge crowd of members of anti-strike loyalists Veterans Association. At first he had feared they were pro-strike demonstrators, but soon learned differently. Norris declared that all sympathy strikes must cease before his government would confirm the right of collective bargaining, and thanked the Rightist Veterans' Group for its stand on "Law and Order". Later one labour leader alleged that Norris would have passed compulsory collective bargaining laws as late as mid-June 1919 except for the hard-line stand of Meighen and Borden. |
